Transformation of a Virtual Market: from Traditional Intermediation to Network-Based Providing

Transformation of a virtual market is inextricably linked with the formation of a fundamentally new type of logistics intermediaries, which build its logistic infrastructure. These intermediaries not only provide logistical services to the participants of virtual transactions, but also replace traditional wholesale and retail intermediaries in commodity distribution networks. The article analyzes the role of the network-based logistics services providing in the formation of the virtual market infrastructure.

E-Government Development Dynamics in the Context of the World Trends

The development of Russian e-government in the context of global trends is the main objective of this article. In the opinion of the authors, Russia’s observable backlog is due to a slowdown in the growth of e-government against a significant progress shown by the leading countries. One of the reasons for such deceleration is the concentration of Russian e-government developers’ efforts on building and rebuilding its infrastructure, instead of striving for the information sharing and the interoperability as a prerequisite for cross-agency interaction and seamless provision of public services. The lack of organizational and semantic interoperability is especially noticeable. The goals and objectives of the 2030 Agenda for Sustainable Development have formed new global benchmarks for e-government development. They have to be analyzed and used as the priorities for the further evolution of e-government in Russia.

The Internet Communication in Civil Society: Methodological Analysis

The article discusses Internet communication in the context of its role in the construction and functioning of the civil society. Resources of the so-called internal-line communications from the viewpoint of the involvement of individuals in the joint activities are identified. Factors that ensure efficient operation of the online resources of civil society are analyzed. The article focuses on the problem of the co-existence of virtual and offline social interactions.

Abstract

While analyzing the blockchain technology, cryptocurrencies and augmented reality, the authors attempt to justify the blockchain as a basis for shaping augmented reality in the digital economy and thereby to provide a more holistic view of the issues related to the digital environment. The article considers the possibility of using the blockchain in its new capacity as a tool for management accounting, including time- and process-oriented cost accounting in the system of the military industrial complex with its special products regulated by time and cost.

Information Support of the Russian Education System

The article presents some results of the following studies conducted in 2015-2016 at the Russian Presidential Academy of National Economy and Public Administration: Evaluation and Comparison of the Regional Education Systems, Improving the Methodology of Sliding Forecasting of the Economy and Finances of the Education System, Evaluation and Forecast of the Development of Regional Education Systems.

The availability of reliable and actual data on the current state and the development of the education system is a factor of increasing the validity of public policy measures in this area. At the same time, the analysis of the information support of the education system helped to reveal a number of problems related to both presentation quality and access to information on the activities of educational organizations and regional education systems. Insufficiently structured content, discrepancies in data provided by different information systems and restricted access reduce the effect of managerial decisions.

The article formulates approaches to improving the information support of the education system, which allow enhancing the work of relevant authorities, managers and specialists.

Problems and Prospects for Open Distance Education Development in the Context of Electronic and Media Culture

The processes of development of electronic culture, informatizaton, globalization and technological openness have affected areas that have not changed for centuries, for example, the education system. Today it is undergoing a significant transformation, able to modify its nature and function. Open education is one of the manifestations of the electronic culture. The megatrend in this area is the transition from traditional education to a blended or open and distance learning. The article examines the opportunities and risks associated with the transition to an open distance education. The author explores the social and value aspects of this transformation, presents an overview of current level of development of open distance education in the world and Russia, analyzes the specific characteristics of European and Asian systems of open and distance learning. The investigation shows that the Russian system of distance education is at an early stage of development: there is lack of specialized open universities as well as international quality certification for the available distance learning programs. Special attention is paid to the role of UNESCO in supporting and promoting open and distance education, the creation of the legal and information fields to ensure its quality and availability.

Patent Search and Analytical Systems as a Basis for Information Support of Innovative Activity

Assessment of Economic Efficiency of Continuous Population Surveys Technology

The article considers a model for assessing the level of economic efficiency of informatization of the continuous population surveys technology. To solve the problem of such an assessing, a multi-criteria task of calculating the priority of key objectives is proposed based on the pairwise comparison method.
