Abstract
There is a concept of civil society involvement that includes three main stages. The first stage most countries currently are undergoing is informing the citizens. The second stage – that of consulting – was reached mostly by developed and some developing counties, when the state starts listening to citizens’ opinion regarding certain projects and initiatives. The highest level implies direct involvement of civil society in decision-making, observing how the adopted decisions are performed, and an opportunity to provide recommendations while social, economic or other projects are deployed. Found at the initial stage, we are only approaching this level.
Results and achievements of Indonesia, Kazakhstan and Singapore show that the key in exercising this entire programme (e-citizen initiative) is political will. Not the level of industrial and political development, but political will, the desire to move in the right direction. Where there is a will, there is a way: with such intention in place, all other components are found close at hand.

Argumentation Rationality in Modern Communication Contexts

Abstract
A human in the information epoch needs to be able to recognize and evaluate argumentation structures used in communication processes. In this context, classical ideals of argumentation articulated by Aristotle in the IV century B.C. gain new momentum. Interesting perspectives are opened by the idea of “argumentorics” defined by V.N. Bryushinkin in the beginning of the XXI century as the discipline that consolidated the possibilities of logics and rhetoric. In the environment, where verbal methods of information impacts are ever oftener used in combination with electronic images, “argumentorics” is to consistently include means required for reflexive critical perception of the latter.

Existential Risks of the Information Age

Modern human feels ever greater influence of the developing electronic culture that absorbs the most important spheres of his existence: communication, education, creation work, games, etc. The article considers basic existential problems of a personality that are transforming under influence of virtualization and technologization factors. It is substantiated that the electronic status of a human forms new possibilities and risks in terms of ontology, values and ethics, leads to new forms of freedom, needs and necessity’s dependences.

Mass Communication and Digital Divide in Russia

Abstracts
The research analyzes the influence of the mass communication on the peculiarities of information consumption of Russians. It is stated that the implementation of Internet does not enhance the diversity of information but, on the contrary, leads to unification of information flows. Through the analysis of the factors influencing the distribution of non-terrestrial television in Russia the author comes to the conclusion that the emergence of this new mass medium contributes to the aggravation of social stratification.

New Step in Establishing the "Information Society": Reviewing Practices of Unified Multi-Purpose Electronic ID Implementation

The implementation of the unified multi-purpose electronic ID may not only be compared with any other direction of the informational society development by scope, cost and complexity but may easily overcome them. The card was initially supposed to be a kind of access key to electronic state and municipal services. Later its purpose went beyond the area of addressing solely to the government e-services and was extended for receiving a wider access to various services that come along with life in the informational society. The author gives his estimations of the intents and implementation of the Unified Multi-Purpose Electronic ID Implementation project.

Abstract
The article researches perspectives and issues of the Internet of Things. The other area of interest covered in the article includes measures taken by international organizations and leading countries to implement this concept. The article shows economic benefits of applying Internet of Things in various areas, describes issues to be resolved to successfully deploy this concept, including addressing standardization and security issues.

Building an Energy Efficiency Information and Analytical System

Abstract
The article describes creation of an energy efficiency information and analytical system at the municipal level. It specifies purposes of system development, describes four main information arrays that are included in the information database of the system, general-system and functional requirements, information processing stages. The article presents general concept of the information and analytical system. The author refers to the most widespread automated information systems operating in energy efficiency area.

Abstract: The research deals with developing and enabling remote access to the knowledge base of 60 Tambov memorial signs, monuments and memorials. An approach based on comprehensive use of various software environments for simulating heritage sites is suggested for creating the knowledge base.
The core software environment is geo information system (GIS) that serves the main purpose of building virtual imagery. The approach advantage consists in using three information areas for data presentation. User screen is split in three information fields, each of which presents its own data type: 2D (3D) models of city plan supporting GIS layers functions; model or a set of photographs presented as a slide show of certain heritage sites; text info about the site in question.
The three information areas are laid out using frames supported by any Internet browser. With frames used, users can manually adjust sizes of information areas enlarging the one he / she is interested in at the moment.
