Information Technologies Bring Revolution in Library Science
Library science in the era of information society is a subject of big changes both by its form and by content. The new services are developed in libraries based on IT. A new library environment is created. A library now is not only a pickup station, but it turns into a multifunctional information and socio-cultural center. Accordingly, a list of specialists demanded is going to be longer: from a traditional librarian to a programmer, a psychologist, a marketing specialist, a designer and so forth. For the development of library science, which is adequate to information century, the integrated federal and regional state policy in the field of art is necessary. The following actions are also necessary: improvement in technical equipment of libraries, availability of internet connection via internet service providers, development of broadband internet access, formation of on-line content in the field of art as a whole and its access provision, optimization of lifelong education system for specialists working in the field of art.

Electronic Government: Is it Evolution or Revolution? Part 2
The different aspects of the term “Electronic Government”, the specificity of regional implementation, related to significant working process and information stream transformations implemented in state agencies are being evaluated. Describing factors affecting the Electronic Government implementation, the following, along with other things, should be taken into account: technology infrastructure, cultural diversity, habits and social environment, and a readiness of the citizens to apply to the Electronic Government services. The state agencies must minimize any problems connected with personnel or officials’ actions.

The Use of crowdsourcing to Improve Interaction between State and Society and to Improve Electronic Government System
The article is dedicated to modern society-state interaction technologies, formation of information society infrastructure, development of Electronic Government systems, introduction of state and municipal services, improvement and development of their availability on the basis of public expertise technology. The effectiveness of collective work of public organizations and the university representatives for municipal services implementation, which is accompanied by huge amount of information, is shown through the example of public expertise of Integrated Portal of Public and Municipal Services of Yugra regional segment. Crowd sourcing method has been used. The results of public expertise allow Yugra authorities to eliminate errors promptly, keep its resources in accordance with the requirements of legislative acts and administrative regulations, and provide availability and convenience of electronic services for the residents of the autonomous area. The experience of application of crowd sourcing method in Yugra tells us that effective joint intellect in virtual community can ensure problem solving, where incomplete socio-engineering technologies are ineffective, or inapplicable.

The Electronic Government as Mechanism of Action on Transaction Cost in the State Sector
The attempt to describe effects of the Electronic Government on state and society in terms of such sections of institutional economics as transaction cost theory and contract theory has been undertaken in the article.

Measurements of Information Society in Iran: the Lessons Learned, and Plans for the Future
Development of the policy, with is based on facts, requires measurable statistical data and comparable parameters. The comparative analysis of achievements of different countries in the field of ICT is the main reference-point for forecasts of regional and global competitiveness. The government of Iran has included components of monitoring and evaluation of the information society conditions in the Fourth and Fifth Plans of Development. The article examines main stages, problems, and perspectives of the projects’ implementation.
