They are Inherent in the Whole World
In the late 1990’s, culture found itself in a trap: new technologies were stimulating creativity and the exchange of its products, but traditional laws were hindering the development of new practices emerging in the Internet and social networks. This contradiction encouraged E. Eldred and L. Lessig to create a foundation to observe the balance in the field of copyright – this is how the organisation Creative Commons was created and Creative Commons licences began to be developed. The consent and wishes of an author are important for free licencing – this is what freedom is and this is how a free culture develops. There are many Creative Commons partner organisations operating in the world and the use of its licences is expanding. Different countries, different layers of society and various creative associations are able to work together constructively as part of a whole international community.

New Information Technologies for Monitoring in the field of Government and Corporate Management
The issue of monitoring government and corporate management in economic, political, social and other areas of society is currently very topical. The article examines approaches to, risks of and opportunities for this issue. The significance and difficulty of such monitoring are increasing in the conditions of unsustainable development in the context of the global crisis. The paper gives a brief summary and analysis of international approaches to monitoring and managing government agencies and corporate structures, as well as possible Russian equivalents of these approaches.

Nowadays two basic models for interaction of government, citizens and business are used in the Russian segment of the Internet: addresses to the official web sites of respective organizations or civil servants blogs, and e-services delivery through specialized portals. There are also some programs that are running separately to monitor internet media, blogs and other projects. At the same time, the opinions of citizens, the major part of which spend their time in social networks, are not being taken into account.
The aim of this article is to describe possible options of integration of above forms of online interaction of government and society in a single intellectual network.

Missing Elements of the Architecture for the Provision of Electronic Government Services
The article examines the architecture of presenting government services in electronic form. An individual’s right to receive government services is currently based on a significant number of various regulatory acts and is insufficiently systematized. The target architecture for the provision of government services does not contain a unified register of constitutive norms containing organized and systematized information for such norms. There is also no register of constitutive events containing information forming the basis for the creation, amendment and withdrawal of individuals’ rights by providing them with appropriate government services. It is proposed the target architecture for presenting government services be supplemented with relevant information systems: a register of constitutive events and a register of constitutive norms. A possible hierarchy is proposed for these systems in accordance with levels of state and municipal administration.

Infocommunication Support of a Research Center: Goals and Infrastructure
The article covers the issue of providing teams at research centers with modern information, computing and telecommunication devices. The main objectives are highlighted that are needed to resolve this issue, both technical and organizational. The article briefly discusses the software and hardware infrastructure required to resolve the issue.
