Nowadays, computers, information systems and networks have become very important in all spheres of human activity. They provide operation of banks and financial institutions, tax system, applied in statistics, management of transport, management of industrial enterprises etc. With transition of telephony, TV and radio to digital technologies their association to computer networks is occuring. A simple example with mobile cellular phones is before our eyes- they unite different functions of a mini-PC, mini-video camera, mini TV-set, digital camera, dictaphone, radio receiver, navigator and an Internet mini-terminal. Obviously, Russia has achieved a significant progress in informatization. However, comparing the results with a level of informatization of the most developed countries in the world, we can conclude that both the state and the population should make even greater effort in this field.

The paper describes the strategy of a military and industrial complex (MIC) development that anticipates establishment of large integrated economic patterns. In these conditions, research institutes of the radio-electronic complex (REC), for example, face the task of defining main priorities in their economic activity, which is not so easy to perform. On the one hand, the quick transition to the adjacent markets of civil goods production is a hard-to-implement task for REC research institute, at least, due to limited resources and big uncertainty about the result. On the other hand, not all industry research organizations will find their place in the new structure of MIC.
